In a large skillet, cook the ground beef over medium heat until browned. Drain excess fat.
Add the chopped onion and minced garlic to the skillet. Cook until the onion is translucent.
Stir in the beef broth, tomato paste, salt, and black pepper. Simmer for 10 minutes.
In a mixing bowl, combine the flour and butter for the crust. Mix until it resembles coarse crumbs. Gradually add ice water until the dough comes together.
Roll out the dough and line a pie dish with half of it. Add the meat mixture, then cover with the remaining dough. Seal the edges and cut a few slits on top.
Bake in the preheated oven for 45 minutes, or until the crust is golden brown.
